Alright. I finally got the dwarf to appear. I tried the fast travel method while in Redcliffe to no avail. However, using the Chantry building at the northern end of Redcliffe DID make the dwarf appear. Just entered then immediately exited. Was able to grab the quest to look for the stolen books. I'll update if i run into anything further.
