Quest bugged. Few possible spoilers

When I do the secondary objective and make the Mercy's Crest and walk into the camp the only people there is the leader and his two dogs. After defeating him nothing happens the quest doesn't continue or end or anything. The charecters exit combat mode but I can't acess my inventory or anything because it  says i'm still in combat. 

If I just walk into the place without the Mercy's Crest on some people spawn and they all attack.   I'd pefer to beat it the way I was intending to instead of killing everyone.
