I found the last alpha quillback in the northern part of the map. What you have to do is capture the keep first. Once you do talk to the captain and you'll get a mission for investigating darkspawn in the area. Follow it till you get to the second poison pits. You'll need to go to the war table and build another bridge and then when you cross it an alpha is on prison road on the other side.

problem is, there seems to be a glitch in this game (of which there are many) that you can kill an alpha and it's spine will not drop (Mine did not even drop loot). it basically breaks the quest and thus anyone's game wanting to specialize in tempest rogue.
I hope someone at the dev team has an eye on this, perhaps allowing alpha's to respawn UNTIL all 3 are recovered, otherwise, players who don't get 3 spine drops won't beable to specialize in tempest.
