You don't. It's a design flaw.

Edit: Locks are dropped by humans. If you've ended the templar and mage dispute in the area, as well as killed all bandits, locks are very rare.

SO I am level 22 and I am playing on the Xbox 360. I have cleared A LOT of the game. I am still stuck with this quest Honestly am I wasting my time?

@Navethir Yes, you are. Getting hung up on requisition quests is pretty much a waste of time anywhere, but there are several, such as the ferelden locks one, which become all but impossible past a certain point.
I know completionists hate having an unfinished quest in their journals... They'll just have to learn to put up with it. 😉
