Im playing on the Xbox One. The judgment bug has happened to me on most of them, but I've always been able to get around it by traveling out, war room, or switching the throne. Now I'm at the last judgment of the game and nothing is working! This is so frustrating; I hope this gets patched soon.

- And after hours of frustration and posting the above, it unlocks in my last ditch attempt. Thank you, Mythal. 😉 Anyway, I changed my fully upgraded Ferelden Throne to the basic Andrastian one, fast traveled from the Undercroft to Emprise du Lion where I walked to a map point (as supposed to fast traveling), and then went back to Skyhold and triggered the throne. I don't if any of this even mattered, but I thought I'd tell you what led up to it finally working for me. Good luck to anyone still stuck on it!
On PC, what worked for me was exiting the game completely and exiting the Origin client, then re-starting both. I also ran over to the war table and collected a couple rewards for completed missions before I tried judging again, so who knows if that had anything to do with it? If you have tried traveling and changing thrones with no success, try my method, as I did neither and got the judgement scene to work just fine.
