(Actually, Giselle also hands you one quest, but it's not the romance quest, it's the "father's quest", Leliana gives you the quest that unlocks the romance option)
Yes, but you need the father quest to progress into a romance.
I've got the same issue. I'm near the end now, and I just haven't seen Mother Giselle in the Main Hall to give me the quest to see his father.
I don't care enough about his romance to start over, I'm happy enough having seen the other three, but it's still kind of annoying.
