That's a "false start".  You should be at a scene where the camera is looking down at a shackled figure ("you") seated on a stool and being questioned by Cassandra.  If that's not what happens for you at the beginning of a new game, try re-starting the game.  If still unsuccessful, try the "Repair" option from within EA/Origin.  Then the "Update" option.  And finally, a complete un-/re-install.
