In the option menu, go to keybinds and find 'toggle mouse look' (somewhere at the bottom). This is a key that determines whether or not you have to drag to move the camera. In the game, press this button to enable/disable mouse look.
I'm having the same problem but this didn't work ☹️
The "Mouse Look" option is built-in and always works (if you select it.). So you're doing something wrong if it's not.

It's a relic from some of their older titles where you had to use the mouse for everything, so mouse look would be very inconvenient. I still prefer it that way, because it's what I'm used to.
