Servis will be lying on the ground where you killed him. You have to start dialogue with him and choose whether to kill him or bring him back to skyhold for judgement. After that the quest line will continue.

I have had the same trouble. I frequently return to the area, to find enemies respawned. The big guy is "Venatori Brute" not Servis according to the tactical view. Apparently Servis is a distinguishable Magister guy who is pretty stand out... assuming he is actually there. I have never seen him except in video walkthroughs of the quest yet whenever I approach the place my copanions say things like "One less Vint in the world" -Iron Bull. There are no bodies left behind, no dialogue options, no one in the vicinity named Servis. Problem!
