Hinterlands is an odd area because it doesn't act like the rest of the game's chests except for a few.
The way the game's chest work in all other areas is that if you save right beside them, then the loot inside is fixed no matter how many times you reload. If you save about 5-6 paces away, you can change the loot in the chest by reloading. The loot in chests doesn't calculate until you get in a certain radius of the chest.
However, in Hinterlands many of the chests you can run right up beside and save, and then reloading will reset the loot in the chest. At first I thought Hinterlands was the way it should be, but after playing the rest of the areas I found Hinterlands was the exception. I also thought the few chests I found in the Hinterland that didn't reset were broken, but those ones are working properly.
So just remember to save a few steps away (it is about 3.5 paces minimum, I save about 5 paces away to be sure). Another trick (called chest farming) is that you can reload until there are multiple items in a chest and take all items except one. Then when you leave the area and come back (as in go to Skyhold and return) the chests will reset and have random loot again. This trick is best used on an old Warden outpost in Emprise Du Lion that has about 7 Tier 3 chests.
