I experienced the same bug on the PS4 version on my first playthough (during which I sentenced her to being a scribe for the inquisition and having hald her salary go to the townspeople she injured (after which it left a broken "Speak to Mistress Poulin" marker that she never appeared at).
On my second playthough I sentenced her to use her fortune to help rebuild the town, and that the townspeople would decide if she'd erned their forgiveness, and that time it closed fine without bugging. I dont recall if I revisited the town or not in either instance before passing judgement.
Did either of those scenarios apply to you ?
