I cannot interact with the red bags to find Sera. I even went back to a previous save and started the questline over but same thing. Been running around from bag to bag, talking to everyone, reading everything but nothing happens and I am not getting any additions to the map. Please help

It took me a while to figure this out as well, and then I saw they literally told you how to do it in the quest description. 😛
The red things you need to find are little red satchel, one in cafe, one on the docks and the third is on the upper floors which you get through by going to the doorway all the way to the left of the Market area. When you walk up to the door it will give you the green A and then you can toggle with the right and left trigger to go up or down, this will get you to the top floor, go all the way to the right side where you will find a stairway down one level where you will find the satchel. Push the Search button to be able to interact with the satchels. I had to call the company to get this information but it worked!! Good luck!!
Glad you got it figured out! I just finished my first game and the whole game is filled with these very vague puzzles that make them well, puzzling! Anyway, the part that will cause this Red Jenny quest to disappear is when you miss the arrow landing in front of you in the marketplace as you are about to leave for the first time. If you don't pick up the note which a companion will point out to you before you leave, then the quest is gone. I was very happy to find out those elevators will actually take you between the floors of the market! Tricky. An elevator that actually works. Who would have thought???
I think the reliance on the search feature is overdone. It seems like all I did was go through every area pressing down every few seconds to pick up all the resources as well as look for the myriad of items that are part of the collections. But overall, I loved this game! I found the story line fascinating and when I watched some of the YouTube videos, found it does completely change events when you choose a different path! Good stuff!
Yes I found out that I could fast travel back there and complete the quest and have done so. Thanks for all the great replies and help with this one here. Now if I can just figure out how to get the one shard thats in the hinterlands on a Pylon thing for which I've yet to figure out I'd be in good shape.
