Requisition repeating

Playing on pc. The first character I made, once I finished the prisoner cage requisition the requisition officer gave me a new option.

The second character I made, the requisiton offer asks me to collect locks and iron for cages over and over, not opening up the next option.

Is this a bug or something Im actually missing in game?
