I elevated this issue within the EA channels I can access. Here's the response from another AHQ Staffer:

Well, it depends. Usually you can change the language by changing the language of your Origin client. You will have to do a complete uninstall and reinstall though (of the game, not the client). Or you could tweak your ini file in some of our games (most BioWare games should allow that).
It is also possible that the player has a version of a game that does not have all languages included (usually an older boxed copy of the game that was sold in e.g. Germany or Russia). Then the player has the entitlement (= rights) for only that language on their account. In this case the player would have to contact a Game Advisor.
So I'd say: Try everything in the first paragraph and if that does not work, chat with or call a Game Advisor.
Edit: One more thing. You may have seen that already when you redeem a code for one of the older games that it gives you a list with several language versions to choose from. Those are the different language versions / entitlements I spoke of. Often that looks like this:
- German
- English, French, German, Russian
- Polish, Russian, Hungarian
The advice here is to choose the one with your native language and as many other languages as possible. If you tick the box for "German" you will only get the German language version. If you tick the box for "English, French, German, Russian" instead, you will be able to switch between these languages in the future.
See what you can do, and let us know what happens!
