I haven't seen this issue personally however why don't you try turning up some graphics options manually? Make a save where this seems to be persistent, then try different graphics options. I know that may sound a bit vague, but it's a good way to narrow down the issue.
I tried setting the graphics to low, which every option is either "low" or "off" but the problem still exists
i may also try changing those settings one by one to see any different
