Starting Solas' Companion Quest: What Lies Dormant
Despite finding ten artifacts, the war table operation does not appear and I cannot progress the quest.

I also had this problem. It is possible it isn't "what lies dormant" which is the problem, but a problem with the "measuring the veil" quest which comes before it. My first playthrough had the problem and in a subsequent play through I discovered the "Measuring the Veil" quest ought be tracked as a quest similar to the red lyrium quest from Varric. If this quest isn't tracking properly, it is possible the next phaze isn't triggering when you complete the objectives.
The difference seems to be the order of the interaction with the artifact.
* interact with the artifact first and get in the field explaination from Solas == no quest
* go into the hinterlands, return to Haven and talk to Solas to get the quest, interact with artifact == measuring the veil is tracked
I should note that I have yet to *finish* measuring the veil the second play through to confirm whether I can access "what lies dormant" at the end. I wanted to add this here for those looking into possible reasons why.
I was definitely given the (very first, Hinterlands) quest via Solas/Haven in my last playthrough -- and, in this playthrough, I walked into it and activated the artifact before I ever received a quest. (Both times this quest shows up in my Completed Quests list, and neither time does the Faded for Her show, even though I completed it in both as well.) This subsequent artifact quest has never triggered on either play. Solas was in my party both times. He was in my party through 99% of my first play and I definitely triggered all but possibly one of the artifacts in the game.
