Starting Solas' Companion Quest: What Lies Dormant
Despite finding ten artifacts, the war table operation does not appear and I cannot progress the quest.

Something I'm attempting is not activating any devices until after skyhold and see if it triggers. That's the only thing not tested yet to verify 100% that its broken.
Also as noted in other posts, his personal quest seems to have varied bugs on systems. Ps3 wise it doesn't go into a completed state when you check it in quest log.
If they do intend to fix it, they should put the artifacts in the collection tab also.

Did you find out if waiting till Skyhold helps activate the quest?
