Community Manager@BookishBrews The files that are located in this help article are only for the Steam version of the game being played through Steam and not the EA app.
In the EA app, all DLC is free for players if the DLC is listed as obtainable in the EA app or on the site. As the Ultimate Edition of the game includes it, you could get that version if you do not own it, but currently, the only way to is if you have that version (which the studio bundled) or it is available on the site to download into Steam.
The EA app should list it under manage add ons as a DLC you can download and install.
