I can't answer about the cloud being gone or what happened, as only EA knows that. I suspect that since I saw a yellow banner on this website and them talking about fixing EA official help(IIRC) that they were possibly having some technical issues with their systems and thus you couldn't sync due to them.
Now as to why Origin would sinc when you have files in your PC, then it comes down to why Cloud sync was created. The original design is so that you can play on multiple computers and sync your data between them and continue your game no matter where you are. It is also a backup in case you lose your data on your PC. So it syncs so that in case you played your games elsewhere and needed to transfer that save to your new game launch computer to continue your character. If the saves are different on the Cloud and your PC it will ask which you want to use.....the issue comes when you only play on one PC, your saves are there and safe, and you sync to cloud and if finds a difference. When this happens, if the cloud is corrupted, or altered(ie lost) due to errors, you may actually lose all your plays on your PC and since the cloud is bad, you may lose all your game saves.
Personally, I have had more issues with the cloud than it has saved me, so I turned off cloud saves for all games a long time ago. Between my son and I, we have had one time of the Cloud saving our data, and about 3 costing us our data, so for us that isn't a good ratio. If you only play on one PC, and don't mind backing up your saves occasionally to another drive(either external or internal) then you really don't need the Cloud. If you change computers you play on, then it makes sense to have it on. Or that is my personal opinion at least....
ok, but doesn't dragon age keep get the data from there? like without it my saves wouln't be shown in keep? yea i guess i could sync when i need to, unless exporting world state to game also uses sync? i have had it always on cause i thought that i cant import export from keep, and also my saves wont go there
or does keep use separate cloud?
had no idea it could actually delete data from ur computer
if in future enable sync does it starts to sync then? i ask cause there is no manual sync button nowhere

well the thing is i have just this computer and it wanted to download data from cloud not the other way around, that's why i asked that
BDW i disabled it to avoid problems, but it is first time for me anything weird happened with sync
i just hope it doesn't effect what i mentioned before with keep, that it still saves data there an the other stuff

Keep is separate from cloud saves. Cloud saves are for pretty much all origin games, and has been both a help and hurt at various times for different people. Generally speaking, if you only use one PC to play games on, then most times it will not help you. The exception to that would be if you buy a new computer and have cloud enabled, it would then simply download the saves back to your new PC when you started playing, by asking if you wanted to sync and did you want to use the cloud saves instead of what was on PC.
The issue always comes if you decide to use the cloud saves, and there are less or they are corrupted, then they replace all your saves on your PC. That is how you transfer between PCs to keep playing your game, by it downloading and overwriting your current PC saves to the one you uploaded with a different computer.
