I had this "issue" of the tactical cam too. Turns out everone has because it is an intentional change: "Changed Tactical Camera so that it no longer re-centers when the player changes party members" from http://blog.bioware.com/2015/01/19/pc-patch-3-notes/.
I was at first dismayed, but now that I think about it, it could prove a much more useful approach.
