I am also having this problem. Awful, awful lag and stuttering -- sound and graphics both. I'm in the recommended specs range (Windows 8.1, Intel i5 quad core @ 3.4ghz, AMD Radeon 7700 series -- can't tell you the exact model, I'm not at home -- 8GB system RAM and DirectX 11). I have tried updating to the newest driver, made no difference whatsoever.
It sucks that this is happening, but at least I don't feel so bad now that I know I'm not the only one.
