Terrible FPS

My average FPS is 17 at the Low preset, 15 at Medium, 10 at High. Is my rig THAT bad? I've updated my graphics card and everything. At 15 FPS, it's still bearable, but it's slowly driving me insane. Also, the game freezes on me every single time, 100%, I'm at the Main Menu, whether it be returning from Options, Benchmark, or playing. Please help!
