Im having the same problem, im playing on the absolut lowest settings possible. And im having around 20-50 FPS. Very pending.
Graphic Card: NVIDIA GeForce GTX 570
Processor: Intel(R) Core(TM)2 Quad CPU Q6700 @ 2.66GHz (4 CPUs), ~2.7GHz
Memory: 8192MB RAM

Looks like EA decided the minimum specs by trying to start the game. Not play it.
I get a big bug: if i go to inventory (equi, craft,.. something ) then return main game, fps will drop ~ 10-20 frames all time ( from 4x-60 to 2x -4x). This issue will be gone after returning to main menu then reloading the save
