The descent dragon age dlc

I haven't had the opportunity to play the DLC until today. I beat the main storyline before starting the DLC and I had the tutorial show for the expedition table. Wellll I can't use it. I have two available but I can't activate them. They say they are busy. I saw another question post about it and they mentioned Skyhold and the advisors using operations there for the war table. I just beat the game prior to starting the DLC and I haven't used any war table operation but my expedition table is still locked/busy. Is there anyway to fix this glitch because I want to experience everything this DLC has to offer?
