"The short list" perk doesn't work

I currently am having this problem on the Xbox One. I have searched the net and found a variety of different options to reset merchant loot (non of which work for me sadly).

1. Save in an area that is NOT the Hissing Waste. Visit the Hissing Waste merchant. Load Save in other area and repeat. 
2. Save in an area that is NOT the Hissing Waste. Exit to Main Menu/Close Application entirely. Load and visit merchant.
3. Some report success when changing your internal clock forward. Visit merchant to see if changes occur. 

A note may be to make sure you have "The Short List" perk before unlocking the Hissing Waste area. This may be a tedious step, but could prove fruitful (I tried this and saw improvement in the Keep Merchant but not Hissing Waste).

I was glad to see I was not the only one encountering this problem. These methods have worked for other players and I would recommend giving them a shot and see if this resolves your "The Short List" perk issue.

Try buying an item from another shortlist perk merchant like one of the keeps. I found a staff blade schematic in suledin & the hissing waste merchant stocked a superior schematic finally.  150k burnin a hole in my warriors metal pockets.
