Unfinished Business cannot be completed
The quest is entitled "Unfinished Business". I completed the killing of "Ser Hildebrandt" and it failed to actually complete, still says it needs to be finished. It appears that I wasn't close enough...

The same thing happened to me. Then I left the area and returned later, and ser Hildebrandt had respawned. I killed him and the quest triggered, and all was well.
