Unfortunately, support was stopped for the last gen consoles at around patch 8, likely due to the overwhelming number of issues the game had on these consoles. The final patch (patch 11) has been released for all other systems, there are no plans to release more content for this game on any platform.
Comparing Inquisition to Dragon Age 2 is irrelevant, they use different engines, Inquisition requires better hardware in order to run properly.
When you purchased the new copy of the game, did you uninstall the previous (likely bugged) installation and install the game fresh? (If you don't know how to do this, I suggest either googling or hoping someone else comes along who knows about consoles, as I have no idea).
