Have you tried running away from him? Like far enough...that will trigger a conversation cancelation..
Then go back and try to talk with him again? I've noticed this thing on the PC quite a few time in various places....
And this trick worked....
Also when using the xbox controller if I pressed the right analogue stick sometimes it brought forward the conversation wheel...
