I am having the same issue and tried all the solutions that are recommended. But crazy to see that everyone is having the same issue. Bought a new computer and re-download DA-I on the Xbox game pass that took me to EA app, since origin is gone (Rip). Loaded the game and was told "Missing DLC, re-download DLC to play save" 18 hrs wasted. so the problem is still there in 2024.

This error happens often when a long list of games is downloaded through Xbox.
IF you have more than one drive, make sure that the Xbox and EA apps are on the same drive.
Check and see if all the DLC folders are located here: (C or D) :\Program Files\EA Games\Dragon Age Inquisition\__Installer\DLC
If so, delete them all.
Go back into the EA app and download them from the Manage Add-ons
@EA_ShepardSo, I am not having the exact symptoms as everyone else... I am not having the issue where I can't load a save because I have a savegame with the DLC activated on it, but none of the DLCs appear to be working even with a fresh playthrough. I image it is the same issue, but since I had no previous savegames it's not stopping my progress, but it is keeping me from playing the story DLC, which is what I started this playthrough for in the first place, it seemed something was missing from my knowledge between my previous playthrough of DAI and Veilguard.
I have played through the entire story now, no DLC.
