[Game Play] First Quest For Emmrich Never Populated in Game

I recruited Emmrich a couple of hours ago and I just realized his first personal quest never appeared. I've travelled to and from the Lighthouse trying to trigger it, nothing. I have no previous saves from before I recruited him to reset to. I think this is a bug? I've seen a handful of others with the same issue.
