Does .bat execution gives any error? If not, most likely it was executed.
The execution of .bat file is so fast you don't even see the console window pop up. For confirmation to see if the .bat file does the job: open a Explorer window and paste this on address box
%userprofile%\AppData\Local\D3DSCache\
If the .bat does the job, there won't be any content on that location.
In my case there are lots of shaders stored just to see how the cache looks like - bunch of numbers and letters.
