Yes, according to the store page on Steam the game has full controller support.

I know BioWare was pretty bad about controller support in the past, with the Mass Effect trilogy not getting it until the remaster, and Inquisition being the first Dragon Age with (admittedly wonky) controller support. Veilguard has already been rated Steam Deck verified, and that requires controller support with at least Steam Deck icons (which are pretty much the same as Xbox icons). My personalised Steam page says there's also support for my DualSense controller.
