The menu says they are obtainable as Shadow Dragon, which I play as, but they are simply nowhere.
Some say they got removed, but then the icon would also be gone right? Is it maybe a bug? Or did I miss it somewhere? Am I just delusional? I was really set on exactly that one seemingly unobtainable robe...

There are actually several other armor appearances seemingly unobtainable in the game, no matter Rook's background or narrative choices.
Another appearance of the Shadow Dragon faction that is unobtainable is the cloak-less version of the 'Defiant Plate'. The version with the cloak can be obtained from various sources in-game, including the Shadow Dragon Shop at rank 2, but the cloak-less version is entirely missing.
Something interesting is that in the list of appearances in the wardrobe, the 'Defiant Plate' has two separate icons. The above-mentioned 'Battle Robes' also has two separate wardrobe icons.
Even though both the 'Defiant Plate' and 'Battle Robes' feature two icons each in the wardrobe, one of the two icons for each respective armor will always remain locked once the relevant armor is acquired.
My assumption (though I can't be certain) is that the alternate cape-less/cloak-less appearances of these armor pieces are supposed to unlock alongside their standard appearances but could possibly be bugged, thus making them unobtainable.
