Why does freckles give my Rook a 5 o'clock shadow?

I don't see why the freckled 1 and 2 options should be giving that strange shadowing effect. It's basically unusable for characters you don't want facial hair on for some reason. The effect ...

There are a lot of complexions with the same issue. I can't use them for my female rook.

Also, all the head templates have very masculine shapes. The character creator seems to be designed to create male characters.
