Have you disabled the HDR?
Are you playing through Steam or the EA app?
Have you repaired the game to test it?
Have you tested it on another monitor? They will ask this so we might as well get all the basics out of the way.
I have not seen this in the patch notes. It is very specific, so we need to check and see if others are having the same issue and get their specs from them.

Disabling HDR - Issue persists
I am playing on Steam
I have repaired the game as well as reinstalled the game - Issue persists
I have tested 3 other monitors which is 32:9 running a resolution at 5120x1440 and another which is 16:9 running a resolution at 2460x1440 and another 21:9 running at 3440x1140.
Monitors running 32:9 - Issue persists when in Borderless Fullscreen or Exclusive Fullscreen at 5120x1440
Monitors running 32:9 at a resolution that is not a 32:9 ratio - As long as the resolution is set in the Windows Display Settings to a 21:9 or 16:9 resolution (3440x1440 or 2460x1440), when you do this the issue goes away for any resolution that is not a 32:9 resolution (5120x1440)
Monitor running 21:9 - No issue present
Monitor running 16:9 - No issue present
I have also attached another video showing the issue more prominently in the archon's palace just outside the Throne Room.
Another update, this also happens in cinematics as well, not just when you are controlling Rook. I also updated my Nvidia drivers to the latest version which came out today, version 566.36 which did not solve the issue either.
