Antivan Crows Merchant disappears

Not sure if this was meant to happen but the faction merchant for the Crows is no longer accessible after the dragon attack . I did choose to save Minrathous and did miss the Coffee with the Crows quest.

    This is intended. In the dialogue they mention how the crows supplies are destroyed and depleted by the attack. This choice locks you out of advancing them

    There's a quest addressing this as well. The merchant is gone for the rest of the game.
