That is a side effect of upscale method, usually happens during dialogs. Try to disable it and it won't happen anymore. I use Xess ultra quality and it's still happens from time to time but to the stage where is not a bother anymore and the resolution drop is almost unnoticeable.

Thanks for the tip but unfortunately turning off upscaling did not fix it for me.
It's such a shame, I remember when Veilguard was released I had everything on high settings and the game looked very crisp and no texture issues at all. Now with the same settings almost all armor textures are just mush.
In some texture quality settings it is more noticable than others, so I guess I have to settle on one that is the most bearable.
