Bellara tinker skill broken

When prompted to use Bellara's tinker skill for the first time it simply won't activate, I've restarted, re loaded, verified files etc etc and nothing. In all my attempts it did work once but unfortunately I died in the following fight and when I reloaded I haven't been able to get the skill to activate since.

    Had the same bug, i found that going further down the stairs in front of the pedestal and waiting for her dialogue to end is the better way to do it. also tab out, and dont click escape after doing the command

    Also cant complete the first Quest with bellara. So the game is still ending after 1h for me..
