Bug: Micro stuttering when starting the game again

I have a weird bug on PC: When I play the game and close it and then restart it, even some hours later, it causes microstuttering. I only found one workaround for this: Restart windows!

After the clean restart of windows, the microstuttering is gone, until i close and restart the game. 

Despite that, game runs fine with UWQHD in maxed settings (+DLSS +FG).

Specs: 7800X3D/4080/32GB/990 Pro NVMe
