[Bug Report] Focusing Contraption +2 Rare Keepsake ring for Bellara

A ring has two properties
1. Bellara`s Ability cooldowns are reduced by 10% (  It does not work at all both in battle and out of battle with any personality, and when you wear it, even the cooldowns on the skills do not decrease in numbers and even when detected with a stopwatch )
2. Your other companion`s cooldowns are reduced by 10 seconds whenewer Bellara`s Abilities defeat at enemy ( t also does not work )
