Can't command companions to perform special actions

Hi, not sure what happened, but ever since I got the dagger that was supposed to help me perform special actions even without companions in my current party, those actions are not working even when ...

And this time neither PC restart nor verifying game files helped. So yeah, still stuck on the same quest.
