Having the same exact issue. It's completely **bleep** pitiful. I have a slow 40-50 hour run going that I've been very thorough on and tried interacting with the statues in Arlathan Forest and none of them will glow or show any signs of interaction. Also; I'm having the issue of seeing the blade equipped but it's not there in the game world after unpausing. This is beyond unacceptable. I enjoy the game and have been an advocate for it's better parts; but I've never had a game breaking bug (in any game) to quite this degree. I'm not starting over.
EDIT: Seems like the patch yesterday completely fixed this bug! I can confirm the dagger is working on my previously bugged saved. (the dagger isn't on my character visually, but it's usable on anything the dagger can interact with; which I can live with).
