So I did find a ""solution"", but it isn't optimal at all.
Basically, with Veilguard running I go into Task Manager > Details > Right click on Veilguard > Set Affinity.
I tried disabling some of the CPU listed. The more I disable, the more vfx sounds I can finally hear, from monsters to people screaming when grabben during the prologue (which were previously muted or immediately cut out for me).
Naturally, this also means the game lags every other second, because I'm basically halving the CPU it uses.
I am not extremely tech savvy, so I don't exacly understand why removing power from the game actually fixes this audio problem, but... heh.
