Debilitating texture glitch on armor, gameplay and cutscenes

This has been happening to me since I purchased the game on launch. It is seemingly random, but at some point will occur with either hair and armor textures - rarely is happens with the skybox. I have tried everything, up to and including the following:

(1) Clean install of NVIDIA Drivers
(2) BIOS Update
(3) Changing all the Settings to see where it was occurring (none had any impact)
(4) Disabling all Windows Graphics options, to include HDR
(5) Numerous clean installations of the Game from Steam
(6) Shader Cache delete -> Verify Integrity (this will allow the game to reopen, but its inevitable the problem reoccurs within 15-20 minutes)

I'm on a brand new PC that has never experienced any issues in other games, including newer games like Space Marines II, Hell Divers, etc. Specs are as follows:

CPU: I9 14900K
GPU: GTX 4090
RAM: 32 GB DDR5
OS: Win 11

It's absolutely wild and has something to do with a texture error. I'm six hours in and any progress is near impossible. I'm giving it one last ditch effort on a full reinstall, to include Save File deletion. Unfortunately, I'm 6-8 hrs into the game and a refund isn't an option at this point, As a Bioware supporter since the late 90's/ early 2000's - the lack of discussion/ remedy on this matter is disheartening, as it is impacting a significant number of players across the AMD and NVIDIA platforms.
