Dragon fights issue solved
Ok I found a solution, first before trying this, if you have mods disable them (including cosmetic ones like reshaders, anything that alters the game files), otherwise do a fresh install of the game ...

I can 100% CONFIRM if you are using mods/cheats turn them or anything OFF before you start the fight. The dragon fights (all of them) will no longer be held up.
Just do damage. dragon flys away, sits on perch wait 2 cycles, dragon returns, end of fight. thats how ALL the fights go.
Friend, I was fighting for more than an hour and I couldn't find the solution. As soon as I read your comment, I deactivated the cheats and in less than 30 seconds the dragon was down. I love you. 😁
