Emmrich Hero of the Veilguard Bug?

So, Emmrich is a lich, walking around with glowy eyes and skeleton bones, doing lich things. But I never got his legendary armor, and he doesn't have his veilguard skill and he's not marked as a hero of the veilguard in companion selection. I only just noticed and overwrote the last save before that hours ago so I can't re-proc it to see if was just a one-time thing. 

Seems like a bug. Gonna be sad to see him die in the end game because of a bug.
