I've been seeing these hair artifacts, too, and it seemed worse (happening more often) after patch 5. It looks like there are some strange transparencies related to how light interacts with strand hair. It shows up most when there's a strong light source behind the affected character.
I just started using a reshade and it's helped with the issue. Some conversations I'm no longer seeing any artifacts (such as the conversation at the end of Bellara's first personal quest where she talks about Cyrian); others I'm now seeing reduced artifacts (such as conversations in Neve's office). This is specifically using the Dark Tone reshade; I'm not sure whether other reshades have the same effect.
