Harding Panacea Passive non functional

The Panacea passive for Harding's Soothing Potion ability seems to not work at all.

It states that it cleanses and grants immunity to Afflictions (damage over time effects), but in testing it doesn't do either.  You will continue to gain stacks and take damage from Afflictions while Rejuvenation is active.

I've attached a snapshot of both Necrosis and Rejuvenation active (cast by Harding) which shouldn't be possible since Panacea is selected.
