Harding's Heart of the Titan increases Soothing Potion's cooldown

This is either a bug, or a very poorly worded double negative description. Given that "Heart of the Titan" is the compassion choice, it doesn't make a lot of sense that it would increase the cooldown of her heal over time, but if that is the intended effect, reword the description to "is increased by 15%".
