Heavy stuttering on multi-monitor setup

Since the novermber 12th patch i have been experiencing extreme stuttering throughout the entire game. The problem occurs in all areas of the game, menus, startup cinematics and the game itself.

I have figured out the stuttering starts when I engage a different monitor when the game is running. weither this is accidental and for a split second or for a short time to send a message in discord or other chat functionalities. The stuttering picks up the second i click into a different monitor.

My pc's specs are well above the recommended and required specs needed to run the game. 

AMD frame smoothing also seems to be disabled after this last patch,

I can not share any crash files since it does not pertain to a crash. (I am logged in with the same account to the game as I am here)
